A Foreign Interference Row Clouds Israel's Election Results
Israel Polls Arab Funding Investigation: Israel is investigating foreign funding in Parliamentary election held on October 27. The result is crucial as it will decide who would govern the country at war.
Israel Polls Arab Funding Investigation: Israel’s internal security and counter-intelligence agency Shin Bet is investigating foreign funding sourced particularly from Qatar and Turkey to influence Arab voters in the October 27 Israeli Parliamentary elections. The investigation has been undertaken following a directive from the Central Elections Committee (CEC) chairman Justice Noam Sohlberg following reports of suspected foreign funding and election bribery.
The post-poll lull is being marred by a political debate over foreign funding in the election, the result of which will decide as to who would govern Israel which is at war. The investigation will not delay publication of the final election results, The Jerusalem Post reported, quoting a Central Elections Committee source. Asked whether the investigation could lead to another election, the source said it was “far too early for such a question”.
The cloud over the result of the elections is, however, likely to remain. It will only be clear from the result of the investigation if there was any foreign funding and that such funding had any impact on the final outcome of the elections. The investigation had to be ordered after Israeli media reported that money had been pumped in from hostile foreign countries like Qatar and Turkey to influence voters from Arab communities.
Qatar's Foreign Affairs Ministry has released a statement categorically denying allegations that Qatar has interfered in Israeli elections.
According to The Jerusalem Post, Sohlberg described the suspicions brought before him as serious but expressly said he could not assess their merits. He instructed Shin Bet chief David Zini to use the agency’s powers to obtain evidence that would substantiate or refute them and requested any available findings during the coming week, citing the timetable for election appeals.
Zini had a meeting with Prime Minister Benjamin Netanyahu on Wednesday evening. Netanyahu’s party Likud referred to media reports and alleged that the Arab parties had stolen the election. Likud said other parties should not rely on their votes to form a government.

Balad Party, founded by a group of Israeli Arab intellectuals, has refuted the allegations, Balad chairman Sami Abu Shehadeh rejected the accusations as a “racist blood libel” and accused Netanyahu and his allies of preparing the ground to reject the election results.
The Democrats, Israel’s centre-left party, also targeted Netanyahu for exploiting the situation for political advantage. Democrats chairman Yair Golan said he was not against investigation into genuine suspicions relating to election misconduct but accused Netanyahu of trying to delegitimize the electorate’s decision, particularly the Arab voters.
In the separate police case involving suspected payments for votes for Ra’am, investigators announced further arrests on Thursday. Police said four additional men had been arrested on suspicion of involvement in election bribery and were being questioned by Lahav 433’s National Fraud Squad. Earlier, three people were arrested from southern Israel on the day of the election following which the case was transferred to the National Fraud Squad.

The Jerusalem Post reported that police had reported finding cash and Ra’am voting slips during the searches
The volatile debate surrounding foreign funding is likely to cast doubt on the result of the election and could ultimately lead to litigation. According to The Jerusalem Post, section 86 of the Knesset Elections Law provides a court procedure for challenging the result/s of election. The court can annul the election nationwide or at a particular polling station and order a fresh vote.
The law expressly states that an election appeal does not suspend the functioning of Knesset, the unicameral legislature of Israel. Its outcome also does not invalidate decisions the Knesset has already taken.
